Asia Pacific DIGITAL SOVEREIGNTY COLLECTIVE

Diverse Contexts.
Shared Stakes.
Collective Impact.

Digital technologies divide us — by information, by politics, by power. But we all share a stake in how they are governed. Acting on that stake, in our diverse yet collective interests, means embracing difference while rejecting division, to find common ground across languages, cultures and political systems.

The Digital Sovereignty Collective works to bring Asia-Pacific research and perspectives into national, regional and global digital technology governance debates, producing resources that support evidence-based decision-making by governments, regulators, industry and communities.

What we do

Connect

Building sustained links between universities, research centres, independent scholars and civil-society organisations across the Asia-Pacific.

Amplify

Ensuring Asia-Pacific scholarship shapes digital society governance debates at national, regional and global levels.

Translate

Developing mechanisms for research translation to policymakers, regulators, industry and communities.

About the Collective

Across the Asia-Pacific, governments, researchers and industry actors are undertaking ambitious and innovative digital society governance work — from national AI strategies and digital economy roadmaps to online safety regimes.

Yet nations in the region continue to participate in global AI governance debates primarily as rule-takers rather than rule-shapers, with limited collective influence despite significant policy experimentation.

The Asia Pacific Digital Sovereignty Collective is designed to leverage the region's policy experimentation and research expertise to strengthen regional knowledge sharing and collaboration, and, through research translation, support national sovereignty and national interest policymaking for nations in the region.

Current policy priorities

Artificial Intelligence

Governance frameworks, accountability mechanisms, and national and international AI strategies and gaps across the region, with a focus on translating research into policy-relevant guidance.

Critical Digital Infrastructures

Sovereignty, security, (soft) power and resilience questions around the data centres, subsea cables, cloud platforms and telecommunications systems that underpin digital economies.

Media & Cultural Industries

The governance of digital content ecosystems, platform power, and the conditions for cultural expression and local industry viability in an algorithmically mediated environment.
